On Tuesday evening, several Russian media outlets at least noticed a draft circular on a Russian consultation portal. It was about changing the maritime borders with Lithuania and Finland. Funnily enough, there was no mention of negotiating with Finland and Lithuania – it was all presented as something Russia could do on its own.
