With a handful of new faces in the government, Putin has shuffled the deck in a way that is surprising, conservative, and ill-fated. Surprising because observers had suggested that Russia’s defense minister of nearly 12 years, Sergei Shoigu, could be fired after just over two years of warfare in Ukraine.
