In a new report, Hamas is trying to excuse its brutal abuses during the attack on civilian Israelis, which triggered the Israeli invasion of Gaza on October 7. It is Israel’s unavoidable responsibility to consider civilians in its war. But Hamas also has a responsibility for having triggered the war and invasion.
