The EU’s hand does not seem very convincing, as reflected in the recent obstruction by Hungary’s Prime Minister, Viktor Orbán. Prior to the summit, he has been throwing sand in the gears of the aid plans. The same Orbán who in July turned his back on the EU community and met with Russia’s President Putin.
