Jyllands-Posten: Municipalities have longed for fresh winds. Now a storm hits.

A storm of welfare reforms is now hitting the municipalities, fulfilling the promise of less bureaucracy and more freedom. There is every reason to cheer for this, but there is just as much reason to fear that the liberation will be replaced by something just as unnecessary: (un)qualified paralysis.
