The war in Ukraine is entering its third miserable summer, and Volodymyr Zelenskyj needs weapons, money, military hardware, solidarity, and moral support. Ukraine belongs in the EU. But not yet. By initiating accession negotiations with Ukraine now, the EU is putting itself in a quandary.
