Is it really the politically conscious intention of the Property Valuation Act that in some cases the potential of land should be valued so dizzyingly high that homeowners must think that a Saudi Arabian prince must come flying by and spot spectacular development opportunities in the backyard that no one has otherwise wanted to pay much for until now?
