On Sunday, the SVM government can celebrate its second anniversary on a tough macaron foundation of paradoxes. On one hand, there’s the miserable picture in the polls, which do not seem to budge. On the other hand, the list of results and the perception deep within the ranks of the government is that the lights must not be turned off.
