Overreaction: A political majority has decided to introduce young control buyers against kiosks’ sales of cigarettes, beer and wine to young people under the age of 18. But we need neither civilian agents nor legal expertise to establish that this is a problem that adults must be able to solve in a way that does not treat retail clerks as drug traffickers and young people who drink elephant beer or smoke a cigarette as drug addicts.
