It is too bad that the expensive special education offered in primary school is no better than that only about 20 percent of the pupils in those classes pass the school leaving examination. The government fails when it doesn’t have a strategy for inclusive public schools, which is accompanied by investment in general education. There is a need for a primary school that both provides an adequate offer for the majority and creates the inclusiveness that provides more space for those who are so-called “special”.
